the idea came not only from paul ryan but also it came from bill clinton's chief of staff. this is an idea that has been around a long time. let's see if we can get competition into the medicare world so people can get the choice of different plans, better quality. i believe in a competition. >> first of all, every study has shown medicare has lowered administrative costs, which is why seniors are generally pretty happy with it. private insurers have to make a profit. there is nothing wrong with that, that is what they do. you have higher administrative costs, plus profit on top of that, and if you are going to save any money through what gov. romney is proposing, what has to happen is that the money has to come from somewhere. when you move to a voucher system, you are putting seniors at the mercy of those programs. over time if traditional medicare has decayed or fallen apart, then they are stopped. this is the reason why aarp has said your plan would weaken medicare substantially. that is why they were supportive of the approach that we took. we do have to lower the cost
